Privacy, how do we create privacy if you weren't [clears throat] in our office? You're arguing. >> No, I'm asking you to I'm asking you to I'm asking you to clarify what you're saying. >> Okay, and I'll I will also just say I don't appreciate your tone cuz now you are being disrespectful. >> Okay. >> I'm not going to tell my staff to suck it up. That's not the values that we have on this campus. >> Word it out you want but train. But you'll have this video treasure this. I'm not a public servant. I'm not a public servant. You don't know what a public record is. Look up the California Public Records Act before you speak. Straight up. Or you or you >> I'm just going to say if there's another way. >> not going to sit here and disrespect a room full of women. >> disrespect anybody. By saying the F-word? >> What's going on Bay Area fam? It's your boy Bay Area Transparency and we're back at it once again. For this video we're in the city of Fairfield, California. We went to the Solano Community College. If you know the area, you know. And no, we didn't go walking around all the campus and by the classrooms and all that stuff. We went to two buildings that were administrative buildings. You guys know it's not my style to try to disrupt classrooms and classes. What we saw from the employees on this day was pretty foul. One of the employees even made a threat that I was going to get my ass whooped. Now you're going to see what he did the next day when he tried to make good on those threats in the next video. But for this video, the employees totally did not understand our constitutional rights, did not respect our constitutional rights, did not care about our constitutional rights. And what we saw the next day from the police chief and a little bit this day was super foul as well. We've already been to these at least two times and by the time you guys see this probably one more time. Remember these videos are always unscripted and posted in chronological order. Don't let the employees say it didn't happen like that, that video's heavily edited because that's not true and we always keep the full unedited version in case we have to prove they're lying. BAT and I'm out. >> More so you said it was investigations always more so like cuz I'm a student here, so I just want to be aware of what's going on, you know. >> Oh yeah, no, I can't release any information on it. >> Right. >> to publish what I'm doing before I say anything about it. >> Okay. Well, can does that revolve the consent factor then? Cuz now you're pointing it at me. >> No, it's news. >> Huh? >> There it's news. >> So you're with the news? >> Well, it's an Yeah, it's a it's a you know, a journalist investigation, right? It's a investigatory journalist is what I am. >> That's what you are? Okay, so like do you have any past works that I could tap into and see? >> Yeah, but I don't give any information while I'm working cuz then it could compromise the story that I'm doing. Do you know what I'm saying? >> permission to be on campus? >> What permission do you need? >> You're I'm calling campus security. >> Is he a student or does he work here? >> Um I I think that's the conversation for him, you feel me? I don't want to talk for [laughter] the next person. >> All right, all right. >> What office is this actually? Oh, it's the cultural center. Nice. >> Bro, where are you? He's gone, I guess. You get the information you needed, bro? >> Hey, how's it going, sir? >> All right, how about you, man? >> All right, pretty good. >> You going by? >> No, I was just coming to talk to you. Are you >> You want to talk to me? >> Yeah, yeah, yeah. >> Oh, what's up? >> No, are you you're auditor? >> A what? >> You're an auditor or what? I was just trying to see what your purpose for being here recording. >> Oh, I'm just getting information off the stuff, but I don't know what a auditor. I don't know what that is. >> Oh, okay. Is it for any particular reason? Hold on, my hold on. >> Of course. >> You're recording, I'm sure, right? >> What? Yeah, I've I've been recording for hours. >> Yeah, yeah, yeah. I just wanted to get my good side. >> There you go. >> Yeah, yeah. >> [laughter] >> Yeah, so no, I was just trying to see what the what the the you know, the purpose for you recording. >> Yeah, like I said, just getting information. >> Just information? Okay, that's fine. We just got a call saying that somebody was recording and and everything like that. >> All right, Bay Fam. We're going to go ahead and cut this. Me and this officer, who is a sworn police officer, I thought at first this was campus security. These are campus police officers. We have a short conversation right here. He just tells me somebody called because I was suspicious. I ask him, "How is that suspicious?" And then we just kind of move on. He says, "Nope, you can be here. It's an open campus. No big deal." Later and he leaves. Then the gentleman who called them, what you're about to see, threatens me in another office. It's not a direct threat to me, but he's talking about me. And then we go to another office where hits the fan. But until we go to that other office where hits the fan, it's pretty uneventful. So I figured everything was going to be good. I was wrong. They just took their time in freaking out on me. The next day when I come back, which is going to be the next uploaded video, you'll see really hits the fan and it gets wild and Mr. Shannon there, who made that threat, decides he wants to get active and then totally pees on himself when he asked me to follow him outside and I do. He peed all over himself. Didn't do nothing. >> I'm interested in what he has to say. >> [laughter] >> So this weirdo came out and closed the door as if we can't hear him through the window. Um he Remember, he's the one who came out and called security for no reason. Say you're going to get his ass whooped. That's what he said. He going to get his ass whooped. Oh, wow. Shouldn't make threats to people while you're on camera, buddy. Let's make sure I didn't miss nothing right here. I believe I got mostly everything. Actually. I'm never getting this. Got a QR code. >> What? Is there something else I can help you with? >> No. No, no, I'm good. I'm good. I'm just doing my thing. Making sure I don't miss any stuff in here. I've never seen anything like that before. I'm assuming these are like loaner headphones for people. >> Can I get your name? >> the computer? Excuse me? >> Can I get your name? >> Mhm. I don't know that I'm not interested in giving my name. >> know if you're even allowed to be in here even recording all our stuff and us being in the background. >> Why would I not be? Is there like Like why would I not be? >> Well, it's a testing center. So, we have students in here testing. So, >> Mhm. That's fine. >> Are you recording me right now? >> Yeah, I've been recording you ever since I walked in the first time this time. Yeah, I I stay recording. It stays on. >> Okay. >> It's automatic. >> Okay. >> Mhm. >> Can you please come up here? Hello. Are you on your way back? Okay. No, but I need you up here, please. Bye. >> Mhm. That was weird. So, what exactly is the testing for? Is it like placement testing or >> It's for students who are um it's part of our accessibility service center. >> Okay. >> So they could only test in here. Those are the only students that they're allowed to test in here. >> Got you. Okay, so for I still don't have any information, but okay. So this is testing center for somebody that's part of the ASC services. Which, I mean, it would be nice an explanation, right? Like, this is ASC services. This is what we do. But it's hard to get information from those who are grumpy for no reason. Hello. >> I don't know if you want me to recording us and recording our stuff. >> Are you from the school? No. No, I'm just a regular person. And no school. >> So yeah, you can't just freely record like that. >> Why is that? >> Because you don't have permission from people to record them. >> He's recording and then he's also just recording everything in the >> What permission do you need? >> You can't just record people like that. You have to get permission, especially in an educational facility. >> Mhm. I didn't I didn't know that. Like, what is how where can I get information on that or >> I'm trying to get Who are you talking to? >> Okay, she's getting the educates. >> Okay. >> DPS? >> Um so that I'm aware there's not to be any recording of individuals, areas, especially in a school area. I mean, this is we have information >> talked to security outside and he said he said, "Yeah, it's an open campus. You can take pictures here all day." >> Well, what if I don't want you recording me? You have a right to do that? >> Of course. Yeah, you're a public servant, right? You work here for the public school system. >> Yeah. >> Uh-huh. You're a public servant in your >> this information? >> Hold on. You wanted me to explain it, right? So, you're a public servant. You're on duty as a Both of you guys actually are public servants. You're on duty as a public servant, and there's case law, and I can give it to you if you want it, that says individuals from the public or anybody can record staff that's working, being paid tax dollars at any time from any public areas. This is a public lobby. And this is a public office. Now, I can't go back there with you guys, and I won't, but as far as recording, this is the Constitution. It's our First Amendment. Why wouldn't we be able to record? The same reason you can confront me right now and talk to me about it and say those things. >> we're dealing with exams. We're dealing with documents that are private and confidential. So, I don't know what's >> keep those out of the view of the public, right? >> Well, we're doing work on our desks. >> So, you wouldn't be keeping it out of the view of the public. >> Well, as you're standing there, I would move it. You're being really technical for unnecessary reasons, and you understand what I'm saying. >> I do, and I'm trying to get you to understand that that that that it's illogical to think that way. >> But, it's not illogical. If I'm sitting at my desk doing work, every time you walk in, I have to flip it over, so you're impairing me from doing my job. >> Every time you walk in >> don't want you recording what I'm doing. So, you're impairing me from doing my job because I have to keep flipping it over so that you don't see the documents I'm dealing with. >> One, then those documents shouldn't be in view of the public, and two, anybody can see those documents. Anybody can walk here and look with eyes, record somebody's info, take a picture, glasses, or >> people come in, I flip the documents over or I put them away so that they can't see until I'm done helping them. >> So, you do that for everybody. >> Absolutely. >> So, it's not just me. >> For anyone. >> Okay, so then >> These are not documents that can be looked at. >> Well, I'm curious how I would be preventing you from doing your job. >> us working here. He's recording, he's doing all kinds of stuff, and he's being very pushy about doing this. And he's pushing back on stuff. I told him we're working on things that can't be necessarily He's recording us right now and he's turning the camera so that he gets you in it. >> Okay. >> But like if I'm working on documents here, those are private confidential documents. He says so you are working on those in the public and I go but if somebody walks in I flip them over I put them away. >> Yeah. >> So if he keeps coming in and out I have to keep flipping them over putting them away. He's impairing me from doing my job. >> Might I ask what your project is if like what the the purpose of this is if you don't mind me asking? >> Uh I'm just getting information from the school. >> Okay. >> I mean they can tell you I've been taking pictures of what everything up these QR codes and all this stuff. So but when I'm confronted and told I can't do something that security just clearly said I could. >> Mhm. >> Um I don't know everything about it but I was just trying to correct her. She's What she's mad about is that I'm not just going yes okay ma'am all right. >> No that's not what I'm mad about. >> What are you angry about then? >> Listen >> Cuz I didn't do anything to make you angry. So >> I get you do have a right to record in public but this is a sensitive space. We handle confidential materials that pertain to not only students but faculty and staff. So we can't really we have an no electronics policy in certain areas. >> So my >> So I understand where you're coming from but we got to be careful what we record up here man. >> Well I don't have to be careful what I record from a public area. I think you guys need to be careful what you have in the view of the public. >> in our space. >> what I told her. I'm not I'm not in your I'm not in your space. >> Like right now you're recording and she has confidential things on a computer screen that we don't know >> then. It sounds like it should be protected. Yeah. I mean that's it's interesting that you're saying that cuz it should be protected. Uh I could easily just zoom in and catch it all. Mhm. So we should protect that right? Sounds like we should change some of what we're doing here. >> get somebody up here now. >> Right? >> [clears throat] >> So that's the that's that's where I'm coming from. That's the difference. It's not my camera that's the issue cuz anybody can come stand at this window and look and get information. The fact that I have a camera means nothing. People have hidden cameras in their glasses now. People are holding their phones, you don't know. I'm openly recording so you know. But people aren't always doing that. So it sounds like to me what you guys are doing is having confidential private information out in the view of the public that anybody could just steal. And that's the issue, not me recording. So. >> Well, you have Apparently you've gotten permission. Is there a need that you need to be in this office disturbing what we're doing? If it's an issue, >> You're talking to me. Why can't you just go record on the rest of the campus? I was. I have been, but you're talking to me. You're You're the one who's confronting me about what I'm doing. I wasn't confronting you. I clearly said I didn't need anything. So. This guy just didn't give a like a safe signal like an umpire. Huh. >> Yeah, it's fine. Well, you do have the right to record, but we If you would please stop, we would appreciate it. >> No, no, I'm not going to stop. Not especially now that I've told confidential information is being out like for everybody to see. I want to I want to see that so I can help make changes here. My daughter might come to this college and which is why I'm here getting this information. If her confidential information was out >> There is not confidential information >> just said. That's what you just said, isn't it? >> Okay. >> Did you not say that? >> talking. >> Just the fact that we're dealing with exams. We're dealing with documents that are private and confidential. So I don't know what's being recorded. >> the view of the public, right? >> Well, we're doing work on our desks. >> So you wouldn't be keeping it out of the view of the public. >> Well, as you're standing there, I would move it. >> I'm just going off what you said. >> And would it be okay if I asked what your name is, my dude? >> Uh no, I don't want to give my name. >> Okay. >> That's funny. You can't give name. >> that you can't give me any information, but we have to share everything with you. >> Yeah, so you're not understanding the concept. You're a public servant. I can get all your information. I can get your employee file if I want. I can [clears throat] get your application. I can get your check stub. I can get all kind of information. So yes, you have to give information cuz you work for the public. I don't. I don't work for the public. >> Well, sir, you're kind of impeding operations. And I I understand that this is a public environment, but I understand that. But you're impeding operations. We need to be able to operate without disruption and without being recorded. >> And everything was fine until we until that really until that lady came and started arguing. She got a little uptight. I asked her to explain what ASC services was and who tests here and she said people test here that are part of ASCS. >> Yes. >> Well, what is what is it? What is ASC? >> ASC is the Accessibility Services Center. We work with students with with verified disabilities. That is the purpose of our program. >> So you're professional, that's what I was looking for earlier. >> We're We essentially are mandated by law to provide uh academic accommodations or academic adjustments under Title V regulations. That is our policy and procedure. That is why we have this space. This space is part of many things. >> I'm interested in this conversation now. I'm leaving. >> You can't go behind any locked door. >> I know, but we can't even have a conversation with the student because it's private information and he's recording. >> Ask him to leave the area. >> We did and he won't. >> Is that true? You You're given a a lawful request to move away so that uh private information could be shared with the student? >> What would be a lawful Well, one, nobody asked me to move away for a student, but two, what would be a lawful request? >> If somebody is sharing PII in a public setting or not a public setting in a quasi public setting like this one, that's something that they can reasonably expect to have privacy in that interaction. You're going to ask somebody who's already here to leave because you want >> that privacy, right? >> Well, sometimes we >> They should create that privacy. That's my point. She basically said, "I'm working on Excuse me. Excuse me. I'm speak I'm speaking, [laughter] man. I'm speaking and you're arguing." >> office trying to handle conversation with a student. I'm asking you to clarify what you're saying. We are in a private office trying to handle conversation with a student. I'm asking you to clarify what you're saying. We are in a private office trying to handle conversation with a student. I'm asking you to clarify >> That's why we wouldn't >> No, you're in a public office. >> Yeah, right. >> Just let it go. Cuz there's nothing we can do about it. I think we have people coming. >> you. Exactly. >> And then just let them handle it cuz then this student just sits on hold until we can have a conversation. >> No, I mean, what you can do is say you're going to call down to the office and ask them to come and relieve you and go to the office. And if the student's still in there, you can deal with the student. That's fine. There's no problem with that. >> You're going to close You're going to close a open public office during open public hours? >> This office is your >> You're going to deny members of the public access to this office? >> Would you like to have access to our office? Come on. >> Yeah, yeah, I've been. >> Yeah, right. >> And I was actually almost complete cuz I was just taking pictures of this stuff because I'm looking at the college cuz my daughter might be coming here instead of going to LA. And so I was getting information. So that was all I was doing. And then they started this argument and not understanding their position and what can be done. >> me and to leave because we're dealing with stuff that he can't have on camera. >> No, I don't Yeah, again, did you get a Did you get a request Did you get a request Did you get a request for a request for somebody >> If we're dealing with stuff that's open out in the view of the public that is confidential, don't you think that you would take that stuff away from the view of the public if it's confidential? >> I don't think the question is about what you're actually seeing. [laughter] The question is about what you're overhearing. >> Don't you think you would not have those conversations in the of anybody, whether I had a camera or not? Don't you think you would not have those >> there's no reasonable expectation of privacy of being in an office like this. >> In in a private setting, but this is a public setting. This is a public setting with a open window that we can hear everything, right? >> I mean it's a free change this. >> Then you would be denying every member of the public access. >> And this is and now this is a closed office. Okay, that's fine. >> No, it's not. You could be sued for it, but go ahead. >> Well, I understand what you're saying. >> Uh-huh. >> But but look, this staff here is merely trying to do what they can for a student. >> And I was just getting pictures of this stuff for my kid. >> That's cool. >> Like literally literally >> did ask you to move away, is that correct? >> But that doesn't matter. I don't have to move away. One, we're engaged in this long conversation, right? So, you don't have to move away in a public space. You got to remember, I'm in a public space. So, asking somebody to move away doesn't matter. >> I said, "Well, now that you've told me you're dealing with public private information, I'm going to stay and continue to record." >> No, I said I want to see if you're putting public or confidential information out in the view of the public so we can help you guys change is what I said. Cuz if my daughter comes to this college, I don't want her information in the view of the public. >> Understandable. >> So, if if we have a receptionist here that's dealing with people that come, maybe we should turn that desk and have that person face the what where people can't see it. Just an observation. That's all I said. >> Can you stop or request another way cuz I'm trying to finish work and I have to be out here at a certain time to pick up my son. So, I need to flip this over and schedule an appointment, but I can't do that while you're recording. >> Do your thing. I'm just having a conversation with you guys. >> Yeah, but you're recording though. >> You guys are good. >> Just like you said earlier, you could easily zoom in. >> Right. >> Okay. >> I can >> Hey. Thanks, Manny. >> You good? >> No, I'm good. It seems like it's it's more people, right, that aren't understanding what you're doing is dangerous for the school. It's not what I'm doing that's dangerous for the school. It's what you're doing that's dangerous for the school. You're not just going to spin off on you while you're talking to me. >> Can I help you, sir? >> No, I'm good. >> What are you doing? What is this? >> What you see. >> Yeah, what are you filming? Can I ask? >> Uh everything. Information. You guys, if you're talking to me now. >> And why are you filming? Can I ask? >> I'm working on something. Yeah, I'm getting information. >> What information are you after? Cuz we have lots of >> I said it to everybody. I'm getting information for my daughter who came here instead of going to LA. So. >> Okay. Um cuz you know, there's a lot of information that you're not going to get by filming. So, if there's folks that we need to hook you up with that we can speak with. I'm Lisa, by the way. I'm the Vice President of Student Services. >> meet you. If I need that, I'll let you guys know. But for now, I'm just going to take my pictures. >> Okay. Um cuz we just want to make sure that, you know, cuz we're this is a place of work. Folks are trying to do their work. And so, if you're in if you're interfering with that, that's not as helpful as we'd like. >> interfering? >> Well, I'm over here now because I've heard from some folks that um that you're filming and I think in some cases folks are a little bit uncomfortable with that cuz they don't really know what you're filming or why. >> So, how would I be interfering? >> Because you're filming folks perhaps without their consent. >> What consent do you need to film if people in public areas? >> Absolutely. >> Therefore, you do need consent to not only record video, but also record any audio. >> So, look at that law. That's the wiretapping law. I'm very familiar with it that I can actually quote it verbatim. It says, "While in an area where privacy is is deserved, right?" This is public. This is a public lobby. >> But people come in here for driving testing. >> It's public. Open to the public. >> With specific business here at the ASC test. >> And I have a right to be right here. >> But you don't have a right to their privacy. >> Uh That's why you take them to a private spot, right? You take them to a private location. >> This is the private location. >> No, this is a public lobby. The door is not locked. It's open. And then you would close this I I told that to somebody else. Then you would close this office to other members of the public who pay taxes for this to be open and you guys could be sued for it. But if you make that choice, go ahead and we'll see how it works out for >> you're actually looking for for your daughter? Cuz that's not really relevant. >> interested in having this conversation anymore. >> Okay, well I would just ask that >> up. >> I'm just asking that you please don't disrupt the staff because we are working very busily. This is our last week of the semester. >> an example of how I'm disrupting the staff? >> they're feeling uncomfortable with your filming. >> So my camera >> And your insistence on filming. >> It's the camera. >> Absolutely and their insistence on filming. >> what the Constitution is? >> I'm not here to discuss that. I'm just saying that >> You should be. >> I'm just saying that I don't want you disturbing our staff and people have let me know that they are uncomfortable that you are filming without their consent. And that it is disturbing what people are trying to do. Working here in these spaces, right? So I'm just trying to be real with you. >> Okay, and again I said >> And you're telling me you're looking for information for your daughter but that's not what this feels like. >> these people. If they're disturbed by it, that's not my problem. >> It is in the sense that you I want you to take responsibility to not go into somebody else's place of work and disturb what they're doing and upset them. >> in their place. Their place of work is behind that door. I haven't been behind the door. >> is here. >> This is a public lobby. >> And this is their place of work. >> So I It's it's a public lobby. >> And it's a place of work. >> And what? It's a public lobby that I have a right to be in. >> Okay, so how long are you planning on filming? >> Well, I was literally going to walk out as 20 minutes ago until you guys came and confronted me this way, so >> I'm not confronting. I'm just saying, "Hey, how can I help?" If you're looking for information for your daughter >> don't need help. >> There's folks that we can put you in touch with cuz you're not going to get that just filming, right? >> I know Well, I'm getting what I want filming, right? So I've answered you. I don't need your help. I'm going to take the pictures that I need >> Okay. and when I'm done I'll leave. But until then I'm in a public space. I'm just doing a This is the First Amendment to the Constitution and clearly I have a right to do it. I have a right to be here. I pay taxes for you to work here. So what's the problem? >> The problem is that you are you are disturbing our staff. So I'm asking >> Their feelings is the problem? >> And you should be thinking about that, too. Right, my friend? I'm just saying look, let's just be real. >> I don't think about it at all. >> And clearly you're not and that's what I'm saying. I think this is a little bit of an issue. So all we're asking, can you just do what you're going to do and make your way? Because if you're really looking for information for your daughter, we're happy to provide that. We are an open campus. But when I get calls that you are you are concerning our staff >> Well, I I mean their concern is my First Amendment, right? Which I don't give a about. All right? I'm just going to be real with you. I don't care. >> the That's not the values we hold at this college. >> Well, that's the values that I have. >> the value of community and being kind to each other and being respectful. I feel like at this point you're kind of crossing that line around respect. >> respecting your right your First Amendment right right now to speak with me, are I not? >> Absolutely, but I'm saying >> my First Amendment right to record my interaction. >> I've also explained to you that this is also problematic for some of our staff and you don't seem to be interested in that at all. >> I don't know what to tell you. Train them on it. >> Okay. >> They need to be trained. It's a public office. I'm in a public lobby. >> Okay. >> I was literally getting pictures of this. I wasn't even talking to them until she called her and she came and started an argument. >> Because you're making folks uncomfortable. [laughter] So let me just be really straight with you about that, okay? >> Well, then you should train >> seem You don't seem to be taking any responsibility for that. >> that it's a public lobby. You are guys are all public servants. I have an absolute right to be here and record. The courts have ruled on this time and time again and that's it. Tell them to suck it up. We get paid public tax dollars. We're going to be in the view of the public. >> and I'll I'll also just say I don't appreciate your tone cuz now you are being disrespectful. Okay. I'm not going to tell my staff to suck it up. That's not the values that we have on this campus. >> Word it how you want, but trainer. >> So, maybe finish up what you're doing and it'd be great for you to >> When I'm done, I will actually I will absolutely make my way, but when I'm done. >> What What what more do you need to film? >> Hm? >> What more did you need to film? >> Oh, just everything. I got all kinds of stuff to film. >> Like Do you need an escort to show you around or >> I know. No, I'm good. >> Okay. >> Okay, just So. >> And where does this go? What you're filming? Is it you have like a site or something? >> for me at this point. Like I said, I I said it earlier, I'm getting information for my daughter, trying to keep her here instead of going to LA, maybe save a little bit of um student debt. >> All right, I got you. >> And so, I was just walking around getting information. This is all I was doing, literally. >> What What other information did you need? >> I I don't need you guys' help. I can get it myself. >> Okay, you said you were trying to get information. I was just trying to help you. >> Right, but >> Cuz we got lots of folks you can talk to that you'll actually get much more information from than what you're going to get from filming flyers. >> Right, trying to push your your help on me when I keep telling you I don't need your help. I'm not asking for your help. I've told her I don't need help. I just told you I don't need help. I told them I don't need help. I'm good. I'll get my information the way I get it. And you keep pushing it. Well, what what do you want? What are you looking for? Well, we have people to help. I'm good. >> I don't know about that. >> Well, I You got to understand I've been asked 10 times, right? So. >> Cuz maybe your approach is not as user-friendly as you think it might be. >> recording the freaking QR codes. You guys have QR codes, but don't want somebody to record in here. What Where is the logic in that? We have QR codes that we're supposed to record, right? Where is the logic? Don't record, but record that, but don't record anything else. >> I didn't say you had to record. I said, "What are you recording?" >> Oh, no, I I didn't say anything. No, I just >> Hey, sir, don't get rid of that picture. I'm going to actually request that before I leave here today. We need to get that picture. You just made a public record. >> Hey, uh right back at you. I think that >> I'm not making a public record, but you'll have this video, treasure. I'm not a public service. I'm not a public servant. You don't know what a public record is. Look up the California Public Records Act before you speak. >> Is there anything else you need assistance with? >> giving me like dirty, weird looks and She looks crazy. Looks like a chipmunk. >> Thank you. >> My My bad side. >> Yeah. >> Yeah, it works for me. >> [laughter] >> Listen, I'm just trying to Nobody's pushing anything on you. All we're saying is if you need help, you need some help. We're happy to help. That's what we do. And just maybe think about as you're driving home, when you come in in this way >> In what way? Explain it to me the way I came in. Explain it But explain to me the way I came in cuz you weren't here. You don't know how I came in. I came in quietly taking pictures of QR codes and stuff we're supposed to take pictures of. What was wrong with that? >> But clearly it's digressed. >> It's not my fault that your staff don't know what the they're doing. >> I'm just going to be honest. >> It doesn't matter to me. At that point, I just tell you guys to get bent. I don't care. Yeah, no. Oh, yeah. I don't give a what they think. >> Straight up. >> And you're not going to sit here and disrespect a roomful of women, okay? >> anybody by saying the F word. Cohen versus California, F word is protected. It's not fighting words. So, figure it out, lady. >> So, um >> They're ignorant, man. Ignorant as all hell. >> Well, I'll tell you what. I'll give you my card. If you need you need any assistance with anything >> I'm good. Who are you guys contracted through? Obviously the college, but are you guys from the um Are you contracted through the police department? >> is a police department. >> What is it? >> This is a police department. >> It's not working. >> You guys So, you guys are through Fairfield PD or are you through the county? >> No, this is a police department. I'm a sworn officer. >> I understand that. What I'm saying is where is the contract through? The county? >> It's not a contract. >> It's not a contract. This is a police department on the campus. >> a contract. You guys are contracted to be here cuz >> No, no, no. This is a police department. Uh the college has a police department. >> But uh maybe you don't understand it. Everything's a contract, right? In order to put you guys here, they have to have a contract where the money's going to come from. >> Yeah. >> And what I'm saying is that they It's so it's the college that pays for it. >> The college pays for it. >> contract would be through the county. That's what I'm asking. >> That will actually get your done. >> is contract. Yeah. But the college is ran by the county. >> Oh, you mean the board policy. I think he >> Oh, the board policy. >> Yeah. >> Okay. >> Well, I I when I'm saying contract, I'm talking about where's the money coming from. It's coming from the county. That way I can pull your guys' pay records. >> Sure. That's That's Yeah, it's a public record, my pay. >> For sure. No, I know. And that's what I was trying to explain to them. >> Yeah, it's public. >> They they seem to not understand that it's all public. >> put that on record. I don't get paid enough for what I do, but yeah. >> You're probably overpaid for what you guys do. >> Oh, no. Believe me. >> You you make you make in the at least 150 to 2 >> No, I don't. Not even close. >> Then why don't you go to like one of the Bay Area agencies? >> have I have >> Get up out of here. >> You want to hear Do you want to hear my history? >> talking to a Richmond cop. I looked up his salary one day. He made $333,000 a year. >> I've I've retired from uh a different law enforcement agency. I came here to help when they started this police department. When they started this police department here, and that's what I came here to help. >> Well, I appreciate you. I appreciate your demeanor as well. At least you guys will know what you're talking about. You're not acting like these people, so. >> Okay. >> I appreciate But it is your job. >> Right. I I don't give you that Yeah, now you can just call me sir. I'll call you sir. >> Okay. It's fine. >> I do need your guys' names and badge numbers. >> I gave you my card. It's my name and everything on it. >> Can you verbalize it, though? >> Sure. I am a Sergeant Bryant Williams with the department of public safety here at Solano Community College. >> Thank you. Badge number? >> Um we go we go by a call sign number. >> Call sign number? Okay. >> Yeah. 24 Sam 1. >> Sure. Um Officer David, um what's your badge number, too? >> What are your What are your What are your call signs? >> My call sign changed, so it's >> It Well, it's always going to be >> Paul 2. >> Cool. And the other gentleman was here, what was his name? >> What What was his name? >> Chief Brian Travis. Yeah, it's it's on our site. You can Yeah, so yeah, you can >> I don't trust anybody has two first names. Brian Travis is two first names. >> Oh. >> People have the first name Travis, people have the first name Brian. Never heard that? >> No. >> seen Ricky Bobby, the the show the NASCAR show Ricky Bobby? That's kind of from from Anyways, it's just a reference. >> Yeah, with Will Ferrell. >> Yeah. What? Yeah Yeah Yeah, there you go. That's what it is. >> We're closing up the office. We're going to ask you to leave. >> Oh, you guys are closing for the day? >> Okay, interesting. Let's see what time it is. 4:00. I think they're supposed to be open past It's actually not 4:00, it's 3:30. >> Um >> Yeah. >> We're going to have to cut that out. >> go home. Let's go >> Go ahead and close up. >> Yeah, perfect. Perfect. >> Thank you. >> So, the the the ignorance is just it runs deep, but at least the the security staff understand our rights, right? Unfortunately, this lady does not. The gentleman who took the picture does not. Um and it's it's sad. It's just sad, right? Gentleman in the orange or yellow shirt, what was your name? I want to be able to request your info, sir. >> I don't know if I'm allowed to say that. >> You are. You're a public servant. I can guarantee it's in your policy. Are you going to refuse to identify yourself to somebody member of the public who's asking so I can request your info? Okay, I got a good picture of you. It's fine. Wait till the world sees how you act. See if you still work here after that. Promise. >> [laughter] >> I did. Oh, hey. >> [laughter] >> I I I just don't want you to hear you spew nonsense. Be honest. I was talking to him. Uh ma'am, how do I file a public records request? >> Um you have to talk to our PIO. >> And okay, so so I'm asking how is the question? >> Yeah, so you need to email PIO at [email protected]. >> Well, I can do it in person. Yeah, I can do it in person. It's the California Public Records Act. >> Only if they're in their office, but that's who you'd go through for anything like that. >> Okay, and where would their office be? Because I'm going to get the picture the gentleman took, your guys' personnel records, and all kinds of stuff. That way I can attach them to his weekend. >> Whatever you need, all I'm saying is [email protected] and they'll be able to help >> But I'm here in person to do it, and it doesn't have to be a PIO. Anybody can take the request, and this is just per the law. I'm trying to help you. If you guys refuse to take it, you again >> No, no, you seem to know more than I do, so I'm just telling you that you would contact our public information >> not your position to know that information? >> Um I've got to go to a meeting, so I'm done. >> Okay, so she is going to refuse to take the records request as well. Um this these staff are just ignorant, and it's because of the chief and the I just heard him spew. Right? Oh, they're just trying to do this, they're just trying to do that. How about say, "Hey, act right, be as professional as possible, and you guys won't look like idiots on YouTube." Why don't you say that, right? So. Yeah, I'm going to just get your guys' card before I bounce out of here. >> Sure, mine's right there. >> I can get it from a distance. >> I'm trying to get the vehicles. >> Yeah, I'm going to get them. Yeah. A Dodge Dart? That's the best car ever though, right? You get the air wind and you get the chill. I will, yeah, for sure. I want them all. I want to get them all. >> How are you? >> I'm good. Just getting your car, your vehicle number, and all that good stuff. >> Yeah, yeah. >> Man, I I so I heard some of what you said to those people like trying to antagonize them and all this stuff. Why would you say stuff like that? Why wouldn't you just say, "Hey, be professional. Help them the way you're supposed to." You guys won't look like fools on the internet. Uh I didn't I didn't >> didn't say any of that stuff. >> I heard somebody saying it. I could have sworn it was you cuz when I walked up you were like, "Oh, you have a body cam on, right?" >> Yeah. >> Okay, I'll request it. I'll get with you guys then. >> Of course. Yeah. Have a good day. >> Yeah, I'll get all the information. >> take care. >> Uh how do I request that actually? >> Uh it's PRA to the PIO. Our PIO. >> PIO? >> Yes, the same PIO. >> Can take care of that. Okay, cool. I'll take care of that. >> Yep, you too. Okay, so you guys can see the ignorance runs deep. We already had one security guard come. He was actually pretty cool. He said nothing wrong. He did nothing wrong. He was super cool. I believe this is the car that cop was driving. So, I'm just trying to find whoever the PIO is. >> Who are you looking for? >> PIO. >> Uh she's normally in the 400 building. Uh >> What office? I couldn't find her earlier. >> She's on the second floor. Is she >> Is she supposed to meet you somewhere? >> No, no, no. I'm trying to file a records request. >> Oh, let me um Yeah, she's on the second floor of the 400 building, but I don't know if she's there. She also oversees outreach, which is on the first floor of the 400 building. >> I asked and and nobody seemed to know who that was. >> [laughter] >> All right. Like And the only lady, I forget her name, Mary or something, um she was just like walked away. Just didn't want to deal with it cuz I have a camera cuz you guys are very professional apparently. >> [laughter] >> Okay. Let me I Let me get my phone. Sir, you are in good luck. She was in in office over here. >> Nice. >> So, >> So, she can take the records request >> help you, yes. >> That's awesome. That's perfect. Oh, that's who I was talking to earlier. She walked away from me. Her >> Oh, that's Okay. >> Yeah, she's the one who did it. >> Okay. Uh this is Christina. >> I need to do a records request with you guys. >> Let me help you out. >> Awesome. I appreciate it. >> Um here, do you mind if we pull up to this table right here? >> Anywhere is comfortable for you. >> I'll write it down for you. And then I know it's I know you know it's it's 10 days, right? >> Mhm. Oh yeah, of course. >> have to extend it, we'll let you know, but they're pretty good actually here about public records, so we should be able to be pretty quick for you. >> Awesome. Yeah, I I know exactly how it works. >> All right. >> So this lady's name, I'm so bad with names. She even told me and I forgot what it was. Kelly. So we're going to get her Was this that guy? Maybe, but I don't know. Um okay. So >> Tell tell me >> This this something or other. >> Dr. Butler, yes. >> Yeah, so I want her um full name, >> Okay. >> her salary, >> Okay. >> a copy of her last two pay check stubs that are most recent from today's date. >> Okay. >> Obviously, you guys would redact the information that you would need to redact on that. >> Of course. >> Um I would like uh her oath of office if she took one. >> Sure, thing. >> Her employment start date. >> Okay. >> Um her email address that's uh provided by the the uh community college. >> Okay. >> And I think that's it for her. Um there's another gentleman who refused to give me his name. Um I can show you a picture of him. He's wearing a like a yellowish shirt today, like a polo shirt like I have on, but it's like yellow or orange, like bright yellow or orange. >> Yeah. >> Um want me to get >> of him right now? >> Yeah, here. I Let me turn this off real quick. >> Okay. I've never had the opportunity to explain to them like this is how first amendment works and they're allowed to go wherever they want that's not marked that it's private for employees only. If your doors are open, if things are open, they can go in there. They can film, they can write things down. >> Yeah. >> And And people are like >> That's what the ASC ladies were telling me. They're like, "I'm standing at their window in the lobby." And they're like, "We can't do our job cuz cuz we have confidential information all over the desk. And whenever you come in, we got to turn it over." And I go, "Well, you should be hiding that anyways, right?" [laughter] I'm like, "Shouldn't you guys be hiding that stuff?" Oh, yeah, I'm recording. Um But I'm like, "You guys should be hiding that anyways." And that was their big complaint. And that lady was like Yeah, basically you can't be here and so on and so forth. And I tested it the way that I do, of course. Um and I feel that they need a lot of education. So, I'm glad you are educated on it. >> Yeah. Yeah, I know. So, I think this will it'll just be a lesson, right? And like how we do things and how we operate. I don't know what ASC's policy is, but that's for our students with um disability services and any kind of special things that they need. And so yes, that that information and stuff should be protected somewhat by HIPAA, right? >> Yeah, yeah. Well, that's what I was telling them. If you have it on the desk, anybody walking up can see it. You guys shouldn't Or Or immediately have papers that you put over it or something, right? But that that was their complaint was that like I have to keep doing that cuz you're here. >> Right. >> Yeah. You should you But I asked them, "Do you do that for everybody?" And they're like, "Yeah." I'm like, "It's not just me with a camera. You're supposed to do that, you know?" So, anyways, it is. I'm sure you know how the conversations go. >> Yes, we'll have a reassessment and a conversation about that. Okay. So, um >> Yes. >> of Student Services is the one that you want all of this information for. So, I'm going to go over it one more time just so we're clear. Full name, salary, copy of last two paychecks, oath of office, employment start date, email address. Same information for the three individuals that you took photos of in accessibility services center. >> Yeah, the ladies. Yeah. >> Yes. And same information for the man in the orange shirt that took photos, and that's the additional piece that you want. >> The photos or or video that he took. >> Yes. >> And then the gentleman that I told you said that I was going to get my feet for recording. >> Thank you. >> I need to add him to that list, yeah. >> Um did he Did he take photos or was it >> No, no, no. >> No, okay. So, just the same information. >> first one who called security on me, and then he was the one who I heard um just say that. And I was like, why would you Why would you say Like, you're at work, you know? Like, what And why would you get violent with somebody for recording anyways? >> Yeah. >> Like, if I seen somebody hurting a woman, I'm going to go get violent or hurting someone else, a child, or whatever, then I have a reason, I feel, to like protect that person, but you're going to get violent cuz somebody's taking pictures. It's crazy. >> Right. Yeah. >> Yeah. >> No, we're a public institution. >> So, come on come on in. >> Yeah. >> Um where can I send this information when I have it? Do you have an email address you can share? >> Yeah, so it'll be um public records. >> So, what I'm going to do is I'm going to take all of this information, I'm going to put it in an email. >> There's a little more. >> Oh, I'm sorry. Okay. [laughter] >> So, the the officers I um I don't need much from them. I want to request their body cam footage, though. >> Sure thing. Do you have footage of who they were? >> Yeah, it was the >> One was police chief. >> It was the chief, yeah. One was the chief. All their body cams. I think that's all I'll need cuz I'm trying to see who said what, right? For transparency. Like, then it you know, I understand like I I maybe I'm more understanding than some of the people that are going to email you guys and be pissed about what happened. >> Yeah. >> I understand mistakes are going to happen, and I understand people are going to feel certain ways with the camera, and some people are like, "It's in my face." or "I can't do my job." or whatever. But, it's certain mistakes that I'm like, I think should be out there in the open for us to fix, right? And then we go forward and everything typically is good when I'm done. >> Right. >> Some other people can come back two or three times and no changes are made, but typically when I come back, I see a lot of changes. So, it's good. >> Yeah. Yeah. No, definitely. Okay. So, um for the police chief and the PSO's, the Axon footage, I may have to submit the requests to them, but I'll include you on an email for a separate thing because I believe that they have a little something slightly different with body cam footage. >> So, the chief told me to submit it to you. >> Okay. >> Yeah, he was like the same PIO that you asked about earlier. >> Okay. I've I've heard that they have had their own PRA's and I've never seen them. So, I will work with him then and figure out. So, I'll let you know what he tells me about whatever the law is surrounding Axon footage cuz that I'm not up to date on, so. >> Yeah, I I know the laws on it. They're supposed to give it. There is a loophole that they're using. If that's the case, I'd have to file like an administrative lawsuit and make them give it to me, which I've done before like I have lawyers that deal with that. Um so, if they try to deny it, then I'm just going to hit you guys with an administrative lawsuit and force you guys. I don't want to do that. Costs me money, but >> Yeah, I don't think we're going to. >> It actually doesn't cost me. It costs me up front to make my lawyer do it, and then we get it from you guys after we do it to pay for the fees. So, it's just >> Fair enough. >> Just tell them to be transparent. >> We're going to do [laughter] it exactly by the law. >> The the um the officers actually did a good job. >> Okay, good. >> They did really good. I just want to know what they said cuz I could have swore I heard them saying those things and I'm like, you got to change your perspective on what we're doing. >> Yeah. Well, they probably are a little bit more familiar because obviously they go through a different kind of training. They also have engagement with a variety of people around campus, right? >> For sure. >> Some of these people who live in the offices, they don't have any interaction with anybody outside, maybe students sometimes. >> Right. >> But they may be only dealing with their small subset of student population or other employees, too, so. >> And that's what I understand. They look at it and they're like, "Hey, this is weird. I'm not comfortable." >> Yeah. try to explain it, but it is what it is. The next thing I need and the last things are >> any um training you guys have or memorandums that training or memorandums that you put out about First Amendment um activities on campus. >> I will add it, but we don't have any. >> No, I'm sure you will now. >> Oh, yeah, I'll >> [laughter] >> look. >> That'll be good. We'll get you guys all trained. >> Thank you. >> No problem. >> Okay. Perfect. >> And that's it? >> All right, I got it all. >> Awesome. Thank you, I appreciate it. I'm going to get out of your hair now. >> Okay, um thank you. Nice to meet you. >> Thank you, I appreciate [laughter] you. >> Um if you don't get an email from me by the end of the day, email me at [email protected] so I can follow up with you. I'm going to go right back to my office and type it up now. So, I'm going to try and send it. I'm just saying like if something happens to the email and it doesn't make it back to you, [email protected]. >> Okay, cool. >> I'd give you a card if I had one, but I don't have one. >> No, no, no, it's okay. I appreciate you. >> All right, thanks so much, Ben. >> Thank you. Have a good day. >> You too.
