We already dropped this video. We're not going to go over the whole video again, but we got the body cameras from the officers that showed up. So, we're going to show some of these conversations that were had when we weren't around that are had on body cam and we get to see these employees lying again. It never fails. It seems like it's contagious with public employees. They just lie and lie and lie. And we're also going to introduce some of our new friends, man, that went ahead and hired me to go ahead and talk about their business. Well, there's some secure areas that you're not supposed to have access to and if you go behind and actually look at the security cameras, then you're accessing those areas visually. And also, if you're recording it, then you're recording it onto your device as well. Right now, when we talked to them initially, all they said for now is that you're still allowed to move into the public areas where we are, but for our safety here, we just want to check and see who you are and what you're doing here right now. If you just give us that information, do you have any ID or anything like that? Yeah, I didn't know anything about that. It's okay. Yeah. So, you're saying you can't go back behind desk? >> Yes, there's secure areas where you're not supposed to go and that's one of them. You're allowed in public areas to video or do what you're doing right now, which is fine. But right now, because you did that, we'd like to see your ID so we can know who you are. I'll make contact with one on the second floor. Which is a place where you're not supposed to be. We have multiple security guards who have advised us that they've been tracking you. Just to clarify what the deputy just said. Uh-huh. Multiple security guards have identified you through the video recordings and also positively identified you through your actions right now as the individual who went behind the security desk and videotaped the security cameras. Got you. At that point, that's where we have an ability to ask you for your ID right now and to determine what your business is here. So is it >> Cuz you accessed an unauthorized area of the building. Got you. So is it So is it like a uh like a suspicion of a crime or something? Is that what you're saying it is or >> Yes. Well, given the heightened concern for safety in public areas, when an individual goes behind the desk, that's an unauthorized area, and accesses security camera footage, and takes a picture of all those things, that's suspicious activity to us. So that's why we come to you and ask you. And I'm asking for your ID right now because that gives us the reason for contacting you and finding out what your business is here. Well, I mean, I guess technically you don't even need a reason to contact somebody, right? You just walk up them, it's like are you That's a consensual contact. Yes. Well, at this point because there was suspicious behavior, we're asking for additional information from you to know what you're doing here and everything else. And what suspicion What suspicious behavior was it? Or suspicion of what? So, we're concerned about making sure that people in public stations are safe and secure. Got you. So, when an individual circumvents security and goes about behind a security desk and takes video recordings of the security cameras, that's a concern to us. And and and you know I went behind that desk how? Uh as I stated before, multiple security guards advised us that that was your actions prior to us coming to this station and looking for you. Interesting. So, I I actually they said I actually went behind past the thing and Yes. Yes. And who said I told you that? Yes, sir. You were. Yes, you I was? You were? As long as he is As long as he's not disturbing our transactions or recording any open transactions or Okay. or covering anybody's plans. If the management of the building tells you to leave Yeah. No, hold on a second. If the management of the building wants you to leave then you can ask him to leave. Does that I have any right? No, it's not. It's public property. 6020 is very clear about public property. >> So he was just on the side um but the only issue was that you passed an area where it was required for employee IDs only. But the issue is you're going behind filming appointments, filming like you know cameras in a place where they have signs where they say you can't access unless you're a staff employee, okay? >> That's not what that sign says. In public buildings, there are still building rules, okay? And And that's not like, okay, it's an open to public, everybody can do what they want to do, right? Can you agree that there's rules? You can't come in and break the law. I understand, but can you agree there's still rules in the in the building, even if it's open to the public? So So, I can agree there is rules and policies. Most policies are for employees. Yeah. I don't have to listen to policies. I only have to listen to law. Okay. >> So, if a policy that they have also violates a law and I'm doing it, then yeah, there would be an issue there. >> Okay. Would you say there's local municipal codes possibly that are rules that people that are for the public in general? Well, of course, every Every where has ordinances and municipal codes, right? Yeah, I think it is it is for uh So, I can give you a little more information to you so that we're clear on everything. Uh I would advise that you went back to that area. So, let me take this moment to make it a teachable moment for you, too. Because of the work that they do here, this is the permit center. There's confidential information on the application form. That's the reason why that sign right there says, "Please wait behind this point until someone can So, there is signage that clearly shows that there are certain areas that are only accessible with people who do business with. You can just go to the administrative director or one of the management staff here. And they told me that you went back there. Is it a strong Is that something you can So He was just He's the person I ordered. Originally he was downstairs where the security was and then he went to some employee only access elevators. Um but they were upset cuz he was in the video recording the cameras that had surveillance and all that. But they don't want nothing done as long as he doesn't cause a disturbance in this building. He can continue to go into like even areas where he's not He's not allowed to. So they said he's he's okay up here. Um I guess he's He was doing so He's saying he went back here, but I I'm going to ask him if he wants anything done. Yeah, yeah. Uh no, no. I was downstairs. So this is a different one, yeah. So I guess he did something up here, too, as well. So let me just Because he crossed a threshold he wasn't supposed to. Yeah, he went through there. One of the elevators was like employee must have a badge ID on them. So Uh-huh. Okay, Bay Fam. Let's go ahead and pay attention to that sign. Nowhere on that sign does it say authorized personnel you can't go past that area. It literally says we can go past that area. It's clearly a public area. It just says wait until you're summoned. It doesn't mean that we can't go back there. It is an open public area. And Brandsberg v. Hayes is very clear. You're also going to hear this cop ask them if they want me trespassed again, which they don't have the right to trespass anybody from public property. We already know. It's sad that they don't Oh, okay. Yeah, yeah, yeah. Yeah, yeah. Do you guys want anything done like as a trespass? Or is he okay where he is right now? As long as he doesn't come here until he gets called. He can't come back here. He can't take pictures of the of what's It's personally identified information on the counters. Those are the documents we deal with. We've got screens of the same thing. Yeah. He's legally entitled from a public space to take a picture of people. He can't take any of the images. He can't cause a disturbance is the other thing. Right now he isn't. We close at 5:00. We start pushing people out at 4:45. Yeah, but they said he's fine where he's at right now. They just don't want charges pressed but they don't want anything done. Yeah. And the sheriff is already here. Well, I put myself on it and then her uh was like hold on, let me see if I can get someone closer and then he called it out. The person that means a lot. Yeah, I know. I never went behind the desk. These people are lying to you on camera. There's also a law that says people can't give false information or file false police reports to police officers. So you kind of just witnessed that, I think. Are you guys going to handle that part of it? >> report has a case number and the case number is going to be assigned to a police report when it's actually issued. So, because we haven't gotten a police report for this? No, because they're not filing a false report. They called it in. They called it in. They called it in. They called it in. And if you check the codes, it clearly says they can't give that type of information. So, you guys literally witnessed a crime, yet you're still here talking to me, the person who's not committing it. Well, one of the things we're going to do administratively when we talk to them about everything one of the things I can do is contact people is after action we're only involving parties. So, that's why So, that's why it's a couple of these security officers. Just as we will not do all the follow-up. All the follow-up involved in here will be with the staff of You're going to talk about it. You're not going to going to going to investigate talk about it in the future. That's their concern right now with this building about to close. Oh, yeah, close that fine. Yeah, so when it closes, everybody leaves. So, they just notified me that you can stay in this area but just so that we are on the same page for following behavior. At this time 4:30, anybody that has business at the permit center And this is something Their only concern Their only concern is that advise just as my staff would advise the security team. Completely wrong. And I told them just respectfully look up 602 writing. You cannot No other There's 27 subsections to 602, right? Do you know which specific one you're referring to? >> Oh. You said all of them. None of them apply. All of them apply except lowercase subsection 0. Oh, yeah. None of these apply to this situation except possibly 0. And it very clearly says you can't trespass somebody from a public area and you especially can't do it because somebody doesn't like their constitutional rights. So And you have that all on film so you know that we were acting on what we were told. You You You were but it is your job to understand It is your job to understand that I don't have to You cannot detain an individual unless they are arrested or being cited in California. You can't do that. Even if there's a You have reasonable suspicion, you cannot We had If we had reasonable suspicion If you have reasonable suspicion, you cannot period. We can take note and get every time. So, you guys need to know that. Educate yourselves cuz when you do what you are doing, man, that's when you violate my constitutional rights. We didn't ask for your ID, sir. I know cuz I said no. But if I would have given it to you They would have violated your rights.
